See he doesn't understand, if Montenegro starts a war, which would be an act of AGGRESSION, that's on them. In which case they would not be eligible under Article 5.  Of course he was following one of the assignments he was given  in that 2 hour meeting.

I know, I know, he doesn't like to bone up on things, but might have been good idea before saying this. Just sayin...
